Like it matters here. When quoted, the topic is brought back to the top and thus anyone with interest in (ie, those who have posted before) will see it regardless.
That is if you watch the front page all the time. Thread notifications are build in a way to ping you only when you're not active on the page.
I think it would be a good idea for the server.
I wanted to do it for a long time, but instead of pinging I want to use the offline notifications (that are currently used for private messages).
I have something different planned for now, but maybe someday.
