Uhhhh to avoid spoilers, TLDR, the final part of the game has you venture to the end of mementos, technically you don't have to do anything in mementos until then but it's probably smart to do some before then or else you'll have to do the entire dungeon in one run.
iirc the "turning yourself in" comes after mementos.
