How do Androids get Personas?

So the Commander decided to oh-so-graciously assign me the task of looking into finding new ways of enhancing Android capabilities. I did some research and apparently androids in this era had an ability to use a "Persona"? How does one get this ability?

Try inserting a Plume of Dusk into one, just a heads up it may start to develop more emotions and consider itself human, but it should work.

Update: The experiment that involved shooting oneself in the head resulted in death. We're gonna try finding a Plume of Dusk in that case.
