Ann for character definitely, sure Chie was a kick-ass tomboy but Ann is cute, smart, and confidant, she has the whole package to me (even though P4 has the best characters). But for battle, Chie... God's hand was fucking OP and casting heat riser on everyone was great for boss battles too. Ann was the one I used the least in battle though once Yusuke rolled around.
