For the purposes of this analysis, I will give Naoto her ultimate Persona, and allow Akechi to swap between Loki and Robin Hood at will. Robin Hood has little use against Naoto (reflect bless and curse) though, so it won't be heavily considered.
Outside of Megidolan and Phys attacks, Akechi cannot damage Naoto. Additionally, while he has Tetrakarn and Makarakarn, Naoto can learn those skills as well, reflecting Akechi's Brave Blade, etc. Considering his potential to get good attack boosts, though, he could deal enough damage to bring her down a notch with Megidolan alone. The tradeoff to this is lowered defenses. Overall, with both countering each other with Tetrakarn and natural element resistances, it'll be a Megidolan war with either side having a chance of winning.
Adachi has Megidolan as well, but none of the reflecting walls. However, he can potentially pull of an instant kill with an Atom Smasher/Ghastly Wail combo. His prescence means that two people may be attacking a reflecting wall at once, breaking it and dealing damage. However, should it get down to just him and one other person, reflecting walls put him at a disadvantage despite Megidolan, since the Atom Wail combo is countered by Tetrakarn.
Overall, the deciding factor is damage control, and... Goro actually wins in that field. With both Heat Riser and reflecting walls, he takes less damage and has an easier time dodging attacks. The battle of the Megidolan Detectives can go any way if someone is ganged up on, but Goro has the best chance of survival.
