Well, toast is differentiated from bread by the fact it is toasted, so in this case the toasted 75% would be considered toast, while the untoasted 25% would simply be bread

bread isn't something you can look at as a whole because it is separated at the atomic level. Toasting the bread changes its atomic arrangement, so if you do not toast the entire piece you have two different substances, one bread, one not bread.
