If a vending machine only has drinks in it, can it be considered a drink dispenser?

no, as you purchase drinks from it, therefore making it a vendor. and as a machine, it is a vending machine. regardless of the goods it vends, it is still a vending machine

No as a drink dispenser only gives out liquid and not the bottles. If it gives away bottles than it's a vending machine
