Tbh the guy really seems like he's apologizing to save his own hide. His Twitter post was absurdly egocentric ("I didn't do it for view. I get views."), and he talked about himself multiple times in the letter while only acknowledging the victim once or twice.
However, his fans are in a completely different league. A bunch of them attacked Reina Scully after she posted a video as a response to the incident, and some of the comments are just horrible (https://twitter.com/ReinaScully/status/948344789707059200). It even got to the point where both the Huffington Post and Buzzfeed reported on it. It shows how impressionable young kids are and how much YouTube has turned into a place where people can show their true natures through who they idolize.
