Please help me emulate Persona 3 FES.

I've been trying to get this working for hours now and it's driving me up the wall. I've got it looking nice, properly wide screened, but the game still runs at 30fps even though the emulator says it's running at 60. I know this is because the game originally ran at half framerate, but is there any way to fix it? I've tried searching but all I find are people complaining about occasional drops to 50. I've tried everything and can't bump the framerate without the game speed shooting through the roof. I only assume this is possible since no one seems to be complaining it isn't and there are 60fps videos on YouTube.

I'm using PCXS2. I don't know that much about emulation so if any additional information is required I'll provide it.

What are your computer specs and what are the emulator settings?
A lot of PS2 games have issues on hardware that isn't at a specific requirement. Anti Alising, VSyc, mutithreading, etc, etc.
Every little factor can effect your game in some way.

I agree! But I've played it at least 3 times so I figure FES will be a nice change of pace.

As for specs:
16GB RAM
GTX 970
i5-4690k @ 3.50GHz

And emulator settings (not entirely sure what's relevent here):
3D11 Hardware
8-Bit textures
1080p custome resolution
Bilinear texture filtering
CRC hack level full
Align sprite HW hack enabled

No frameskipping, framelimiting enabled (disabling this screws everything up) and no speedhacks (enabling these chagnes nothing).

I hope that's enough. It feels like a vsync issues but there doesn't seem to be any options for vsync in the emulator. There's "wait for vsync on refresh" but it doesn't seem to do anything either.

I'm pretty confident I could run the game at 60fps with little issue, I just need to get it over this 30 cap first.

The Persona games works best the less speedhacks/HW hacks you have. Use D3D11 Hardware if you could, then enable 8-bit textures and texture filtering (if you can handle it), ENABLE THE FRAME LIMITER to avoid jumping over 60fps (50fps if PAL). As for speedhacks, only enable MTVU."

Yup, I tried all different combinations with them and nothing changed at all. I put every combination of relevent keywords through internet searches as I can think of, tried every solution offered to me in my results and not one of them has worked. I just can't seem to find what, exactly, is limiting the framerate to 30fps. If I can disable whatever that is I'm golden.
