I'll be honest, I kind of don't think this is that great of a question. Navigator Personas tend to inherit similar skills from the previous games Navigator, if not reusing the same exact skills. So I can't really respond with anyone other than 'Futaba', because for the most part she is just 'Fuuka and Rise but better'. The only instance where I can really think about this is in terms of the infamous PQ, which actually gave the option of two Navigators with their own skills. Here I would say Fuuka, her buff and heal skills I just find more handy for a pinch.

In terms of lore Fuuka was supposed to be an extremely powerful persona user in terms of navigation ability, to the point in which her persona could even manifest in the real world. But, Rise’s persona is capable of doing more than navigation by taking on different forms, such as a form meant for combat. For the P3/P4 navigators I’d say they’re pretty circumstantial overall. Unfortunately, Futaba hasn’t had many feats lore wise as P5 hasn’t had any spin-offs besides a non-canon dancing game.

Navigators tend to say the same things but I like how Rise actually did certain things of her social link is up for example she protects you from a fatal strike.

As a person who just played P3P (which is the only Persona game that I played but I wish I could play the others), and watched an entire gameplay of P5, I'd say Fuuka. I might change my mind when I get a copy of Persona 4.

Honestly, I'd say Rise. Not only does she have a bunch of cool abilities in battle, that are useful for me at least, but canon-wise she's also technically the best since she can also fight.
