I mean, does it matter if you recruit more people to the site? If the problem that lead to it basically dying hasn't been solved then won't it just go back to the way it is now? At the very least I would assume it would.

the site died because p5 hype died. but now that joker is in smash, and p5r is on the horizon, this site might flourish again

There are actually other factors outside of P5 hype dying that caused the site to slow down lol. When the site was first up, it was pure anarchy, to the point where the site would crash due to too much bandwidth being used, and too many people posting all at once. The RP community came in and we had a series of RP accounts, and RPs in general being made (I started out as an RP account myself), and when we started putting in rules, the anarchy posters began to pull back, as it was no longer the lawless wonderland they enjoyed. Some hated the RP, some hated the rules. There's been quite a bit of drama attached, but the RP community has been most of the activity on the site now. There has been a conscious effort on the Mod's side to try and promote the site back in the day and get more people to hang out, but this is a niche forum, so you can only draw in the dedicated lol.
