In short, no. Atlus typically doesn't put main entry titles for Persona on anything but Sony consoles. Spinoffs sure but I'm fairly certain they have a certain deal with Sony or something similar for main Persona games.

I need this to happen... I don't own a PS4 so I can't actually play the game myself. If it got ported to the Switch I would be so happy to have a way to play the game! And no I cannot afford a new game console.
