Who is the most evil Persona villain and why is it Shido?

I think it's the ship. Anyone who creates something like that has got to be a complete monster. I'm talking Satan fused with Hitler and Trump type evil.

If we're talking just humans, I think Kandori (aka Guido) is probably worse than Shido cause of his God complex.

Otherwise Nyarly is by far, with Jaldobeth at a kind of close second
