I would consider the ability to cancel out one human sense in one individual at a time to be most effective. As in the power to cancel out one sense (touch, smell, sight, hearing, or taste) at a time for one individual. With such an ability you could attend the events of a world leader, business CEO, or military head to begin the madness. A snap of the fingers could easily render said person with the inability to see or feel pain and that would begin the questioning. About the fitness of the individual and if you keep doing this then they make soon experience sensory deprivation. Choose the right people and you could bring a state to its knees with the clear absence of leaders. Now as for taking the world you go after the people who have the keys to WMD (weapons of mass destruction) facilities. Make them unable to carry out the position and render the staff in disarray. Best part is no one would realize what is happening and you could take all the time you need to do it. Or play it like a fun game of conquest and strategically take out. Shadow ruler is the preferred for this.

I suppose the ability of suggestion, not commanding anyone, but just suggesting ideas to them which they might use, of course this means they won't open vault doors or anything, but if enough people line up you can work a plan out of that! Of course you have to work in the shadows, but if you are smart with it you'll never get caught

A bizarro maker (Dc) just make an opposite copy of everyone else and slowly gain the Bizarro ranks until they disagree with the rest of the world shunning them and take over. Make sure to either make a copy of yourself (and die) or convince them you are with them 100%. Then after the world has been overrun by bizarros, you can be a kind, benevolent ruler to them, as long as you can understand how their brains work, and not get killed for being different like the rest.

Alright, the power I'm thinking of is the ability I will call "Perfect Understanding". This power allows the user to fully comprehend the "soul", or rather, "essence" of another human being after being with them for at least 10 minutes, one hour at most. For this power to function, the user must make basic question that will get an answer back, and even though it may be a short answer or a false one, the user will get an instantaneous reponse in their brain, getting the actual full answer, context on why it's important and relevant instances (From the perspective of the one being questioned) of when it was used. Not answering will result in this power failing. Furthermore, it is necessary to know the other person's full name and date of birth before making any other question, again, they must be real on the eyes of the one being questioned. This power will allow for anyone that is able to make the right questions and piece together the big chunks of personal history build a full cronology and "character sheet" full of useful information. This way, convincing another and general manipulation is made easier to a ridiculous extent, again, to they who is able to organize said information. Assuming I would be able to use such a limited power: This information would allow anyone to raise up and get anything they wanted, just understanding another gives you the chance to predict or move around certain behaviors. I would use it to surely and passionately move up in the world, think something akin to political stuff, since I would be able to convince people I'm the best choice, only because I "understand" everything around me. So, I would try to become a benevolent ruler, I have no reasons to hide or control, only to rule for no one but myself in mind. If I can understand something might be wrong, then I can't keep quiet and sit hoping for things to get better.

Essentially, if you act like you eat a cereal bar in front of a monkey, he's going to get hungry. It doens't work on humans, because we've evolved past cheap psychology tactics. That's the power to do that to everyone; for whatever you want. Just act like you're depressed and want to die, and people are going to get depressed- And will kill themselves or each other. And then, you can rule what's left.
