Pretty much every Phantom Thief has their own set of problems with their character. Makoto is the worst to me, although Ann comes pretty close.

I would say Makoto aswell. OI DON'T SAY STUFF ABOUT AKECHI HE'S THE BEST.

Hot take: Ann. She is only really relevant until Yusuke joins, then you can just kinda forget she exists. And her Confidant ignores most of what makes her an interesting character in favor of Magazine Model Shenanigans. She gets bailed out with 2000 damage non-crits in battle.

I would say Haru, or Matoko. This decision is not made by what we currently have, but foreknowledge of what we could have had. Both characters were divided down into smaller people, and less than what they were suppose to be. Matoko was the team's get away driver, while Queen was suppose to be Hifumi - the team strategist, and Haru just got shafted overall due to time restraints. Both were hurt overall with what could have been due to rush jobs.
