Japanese anime blurays have always been dummy expensive like this because super hardcore otakus are the most abusable target audience around and will buy anything to support the show they like. Anime that barely sell seeming low numbers of blurays are still often considered pretty successful because of how stupid expensive they are.
(consider the infamous 'manabi line', named after the anime Manabi Straight which sold a really low number of blurays and somehow still apparently broke even, this is a bit of a meme because obviously anime gets other merch sales to take into account but it puts into perspective how stupidly expensive these things are)
All this to say I wouldn't be surprised if the p5a western price probably has some input from the ancient dinosaurs heading up atlus who have zero clue about anything outside of japan (still not sure how they got the p4 pc port past those guys) because stuff that gets licensed in the west is usually much cheaper than this, and let's be real everyone here knows this p5a was a shitty cashgrab at this point
