You see young lad, the government is forced to work with limited resources, thus some of their offices may not look as above-board as they are. However, this is no reason to fear them. Each kind worker aims only to improve society in the little ways they can, for not everyone can be a hero such as myself. If they were, who would I be protecting? *laughs* Instead they work to help deal with the mess heroes tend to leave behind, we can't afford the time to rehabilitate every criminal we find, so I'm glad there are others who are willing to do this great service instead.
