Makoto is cool like Yukiko or Yukari are cool.
They don't really develop much, but they're good "vanilla" waifus for someone to do in a first playthrough.
Then by the end you realize there's a crazier girl you like way more.

Yeah the idea to make her require MAX charm was dumb. Since she is obtained in the first half the the game and the lock is at her rank 5.
